Common Reasons MUDA Rejects Building Plans and How to Avoid Them

Umashankara A

A returned building plan is one of the most frustrating delays a Mysuru homeowner can face. The plot is bought, the loan is lined up, the family is ready to start, and then the file comes back from the Mysuru Urban Development Authority with objections. Most of these rejections are avoidable, and the architects in Mysuru who handle sanction work regularly tend to see the same handful of problems again and again.

This article walks through those common problems in plain terms. It does not quote setback distances, fee amounts or processing times, because those change and depend on your layout, road width and zone. Confirm current figures with MUDA or your local planning authority before you finalise anything. What we can do is show you where files usually go wrong, so you can ask the right questions before your drawings are submitted.

Problems with the drawings themselves

The single largest group of objections comes from the plan set. A sanction drawing is a technical and legal document, not a brochure, and small inconsistencies are enough to stop it.

  • Setbacks that do not match the rules for your plot. Required open space around the building depends on plot size, road width and building height. A design that looks generous on paper can still fall short on one side, especially on irregular or corner plots.
  • Built-up area beyond what is permitted. Floor area limits are calculated on the plot area. Adding a staircase headroom room, a large balcony or an enclosed utility can quietly push the total over the allowed figure.
  • Mismatched dimensions. When the site plan, floor plans, sections and elevations disagree with each other, or with the plot dimensions in the title documents, the scrutiny officer has no reliable basis to approve.
  • Missing parking layout. Parking provision is assessed on the use and size of the building. A drawing that simply writes “parking” without a workable layout often draws an objection.

The fix here is discipline at the design stage. Ask your architect to prepare the sanction drawing from the same base file as the working drawings, so there is one source of truth. At Uniq Builders, our architectural design service produces working drawings for all floors with up to three rounds of revisions, and the revisions are done before submission rather than after an objection.

Title, khata and plot document gaps

A perfect drawing still fails if the paperwork behind the plot is weak. Planning authorities need to be satisfied that the applicant owns the land and that the plot is a recognised site in an approved layout.

Common gaps include:

  1. Khata not in the applicant’s name, or khata details that differ from the sale deed.
  2. Plot dimensions in the deed that differ from the actual site. If the survey on the ground does not match the documents, the site plan cannot match both.
  3. Layout approval questions. Plots in layouts that are not formally approved, or where conversion of agricultural land is incomplete, can be refused regardless of design quality.
  4. Joint ownership without consent from all owners.

Before any design work starts, get the title reviewed by an advocate and physically survey the plot. Uniq Builders offers plot identification, purchase help, registration and documentation support for NRI clients, and every package includes free assistance for government licensing work. Statutory fees are always paid directly by the client to the authority.

Structural, soil and safety omissions

For larger or multi-storey buildings, the authority looks for evidence that the structure has been designed properly. Rejections in this area usually come from missing documents rather than bad engineering.

  • No structural stability certificate or structural drawings where they are required.
  • No soil information when the foundation design depends on it.
  • Fire safety provisions left out for buildings where they apply, such as staircase widths, exits and access for fire tenders.

Our packages include structural design with a soil test, which means the foundation and frame are designed around real ground conditions. That same information supports the sanction file. Site conditions such as rock excavation, extra foundation depth or imported filling earth are quoted separately after the free site visit, so the approved design and the budget are built on the same facts.

Designing to budget without breaking the rules

A quieter reason plans get sent back is a design that tries to squeeze in more than the plot allows, usually to hit a room count or a rental target. The owner then asks for the drawing to be “adjusted” to get through scrutiny, with the intention of building something different on site. This is a poor strategy. Deviations can cause trouble later, including at resale.

A better approach is to design to the permitted envelope from the start:

  • Ask the architect to test two or three layouts inside the allowed setbacks and floor area.
  • Use 3D elevations to judge how the permitted volume will actually look. With Uniq Builders you choose from a set of 3D elevations and the one you pick is the one that gets built.
  • Price the approved design, not a wish list. Our construction packages start at ₹1,999 per sq ft for Premium, ₹2,499 per sq ft for Gold and ₹2,999 per sq ft for Platinum, terms and conditions apply, with the final figure confirmed after a free site visit.

When design, sanction and construction sit with one team, the drawing that is approved is the drawing the site engineer builds from. That removes the temptation to fudge.

A simple pre-submission checklist

Before your file goes in, sit down with your architect and check:

  1. Title, khata and plot survey all agree on the dimensions.
  2. Setbacks, floor area and height have been checked against current rules for your specific plot and road.
  3. Site plan, floor plans, sections, elevations and area statement all match.
  4. Parking, rainwater harvesting and any required safety provisions are drawn, not just noted.
  5. Structural documents and soil information are ready where needed.
  6. Every owner has signed where required.

Frequently asked questions

Can I resubmit a plan after MUDA raises objections?

Usually yes. Objections are generally communicated so the applicant can correct the drawings or documents and resubmit. Check the current procedure and any time limits with the authority directly.

Does a good design guarantee plan sanction?

No design can guarantee approval, because sanction also depends on title, layout status and supporting documents. A carefully checked drawing does remove the most common technical objections.

Who handles the approval work if I build with Uniq Builders?

Every package includes free assistance for government licensing work, including plan sanction, khata and licences, and power, water and sewage connections. The company handles the process, while statutory fees are paid directly by the client.
