What Is Included in a Turnkey Construction Package?

Most families planning home construction in Mysuru hear the word “turnkey” within their first week of enquiries. It sounds simple: one contractor, one price, and you receive the keys at the end. In practice, the word covers very different scopes depending on who is quoting, and two quotes that both say “turnkey” can leave you with very different homes and very different surprise bills.

The clearest way to understand a turnkey package is to walk through the build journey in order and ask, at each stage, who does the work and who pays for it. That is how this article is organised. If a stage is missing from a quote, that gap usually becomes your job later.

Stage one: design and drawings

A genuine turnkey package starts before the first brick. Without drawings there is nothing to price accurately, and nothing to hold the builder to.

Check that the package includes:

• Architectural plans and working drawings for every floor, not just a sketch layout
• 2D and 3D elevations, so you see the front of the house before it exists
• Structural design, ideally backed by a soil test on your actual plot
• Revision rounds, with a clear limit, so changes do not become a dispute

A soil test matters more in the Mysuru region than many people expect. Plots on the same layout can behave differently, and the foundation design should follow the ground, not a standard template.

Stage two: approvals and connections

This is the stage where turnkey promises most often become vague. Plan sanction, khata and licence paperwork, and the power, water and sewage connections all take time and follow ups with different offices.

There are two separate questions to ask here:

1. Who handles the process? Filing, following up and coordinating inspections.
2. Who pays the statutory fees? The charges levied by the authority itself.

A good package answers both in writing. In our packages, the company handles plan sanction, khata and licences, and the power, water and sewage connections, while statutory fees are paid directly by the client to the authority. Every package also includes free assistance for government licensing work. Paying fees directly keeps the money trail transparent, since you hold the official receipts.

Fee amounts and processing times change, so confirm current figures with the local authority before budgeting. Do not rely on a number quoted from memory by anyone, including a builder.

Stage three: construction to a written specification

The build itself is the largest part of the package, and the specification sheet is where turnkey quotes truly differ. “Good quality tiles” is not a specification. A brand, grade or clearly described standard is.

When you read a specification, look for:

• Structure: cement and steel grades, concrete mix and block or brick type
• Finishes: flooring, wall putty and paint, doors and windows
• Services: electrical wiring and fittings, plumbing lines and sanitaryware
• Kitchen and utility: counters, sink, and whether any interior joinery is included
• Exterior: compound wall, gate, sump, overhead tank and paving, if covered

Stage four: interiors, handover and after care

“Turnkey” suggests you can move in. Whether that is literally true depends on interiors. Some packages stop at painted walls and bare electrical points. Others include wardrobes, a modular kitchen and more.

Ask the builder to list, room by room, what will be installed on handover day. Then ask what happens after handover:

• Workmanship warranty: what it covers and for how long
• Service period: who you call about a leaking tap or a sticking door
• Documents: approved plans, completion papers and connection records handed over in one file

How to compare two turnkey quotes

Put both quotes side by side against the four stages above. Mark each item as included, excluded or unclear. Anything marked unclear should be answered in writing before you sign.

Watch for a low per sq ft figure that achieves its price by leaving out drawings, approvals handling or site conditions. The cheaper quote is often not cheaper once those are added back.
