Common Exclusions in Construction Packages Owners Should Expect

Umashankara A

A construction package looks simple on paper. One rate per square foot, one list of inclusions, one signature. The trouble usually starts months later, when an item you assumed was covered turns out to sit outside the package. Most disputes between owners and contractors in Mysuru are not about poor workmanship at all. They are about scope: what the rate was ever meant to cover, and what it was not.

Exclusions are not a trick. Every honest package has them, because no contractor can price the unknown. Rock under your plot, a compound wall you have not designed yet, a statutory fee set by the government rather than the builder: these cannot sit inside a fixed per square foot rate without someone guessing, and guessing is how budgets fail. The problem is not that exclusions exist. The problem is when they are discovered instead of disclosed.

This article walks through the exclusions you should expect in almost any construction package, the ones that vary from builder to builder, and the questions that force everything into writing before you commit. We use our own practice at Uniq Builders, working in Mysuru since 2009 with over 200 projects across six cities, as the worked example throughout.

Exclusions that appear in almost every package

Some items sit outside nearly every package rate in the market, and for good reason. Seeing them listed as exclusions is a sign of an honest quotation, not a weak one.

  • Site condition costs. Rock excavation, additional foundation depth where the soil demands it, and imported filling earth for low-lying plots. None of these can be known from a brochure. At Uniq Builders we quote these separately after a free site visit, because pricing them blind would mean either padding every client’s rate or surprising some clients later.
  • Statutory and government fees. Plan sanction charges, khata fees, and deposits for power, water and sewage connections are set by the authorities, not the builder. A contractor can run the paperwork, but the fees themselves are the owner’s to pay. In our packages the company handles the approvals process and the client pays statutory fees directly, so there is no markup hidden inside them.
  • The cost of the land itself. Obvious, but worth stating: registration charges, stamp duty and plot purchase costs sit entirely outside a construction rate.
  • Compound walls, gates and external development. Driveways, landscaping, borewells, rainwater sumps beyond the standard specification and similar external works are usually priced as separate line items because they vary enormously from plot to plot.

If a package rate claims to include all of the above with no site visit and no soil test, be cautious. Someone is either absorbing risk they have not measured or planning to recover it later through variations.

Exclusions that vary between contractors

The second group is where packages genuinely differ, and where you must read the written specification rather than the headline rate.

Interiors. Many standard packages stop at a finished shell: flooring, painting, doors, windows, electrical and plumbing. Wardrobes, modular kitchens, false ceilings and loose furniture are then extra. This is a legitimate structure, but it must be explicit. Our own tiers make the boundary visible: the Premium package at ₹1,999 per sq ft is standard construction, the Gold package at ₹2,499 per sq ft is built with complimentary interiors, and the Platinum package at ₹2,999 per sq ft is fully customised with luxury interiors included. All are starting rates, terms and conditions apply, and the exact specification is shared in writing during consultation. You can compare the tiers side by side on our construction packages page.

Design and approvals. Some contractors treat drawings and sanction work as a separate professional fee. Others fold them in. Every Uniq Builders package covers working drawings, 2D and 3D elevations, structural design with a soil test, and free assistance with government licensing work, with plan sanction, khata, power, water and sewage connections handled by the company. If your shortlisted contractor excludes design, ask what a full drawing set costs and whether revisions are limited. Our architectural design service offers a choice of 3D elevations and up to three rounds of revisions on working drawings, which is the kind of detail worth demanding in writing from anyone.

Brand and material upgrades. Most specifications name a brand tier for tiles, sanitaryware, fittings and paint. Choosing above that tier is chargeable, which is fair, provided the base specification is written down so you know what you are upgrading from.

After-handover support. Warranty terms are an exclusion by silence: if the contract says nothing, you have nothing. Our packages carry a workmanship warranty and one year of free service after handover, stated in the agreement rather than promised verbally.

How to read a package before you sign

A short discipline protects you better than any negotiation.

  1. Ask for the full written specification, not the brochure. The brochure sells; the specification binds.
  2. Insist on a site visit before a final figure. A rate confirmed without one is a rate that will move. Our site visit and first consultation are free precisely so the final figure rests on real conditions.
  3. Get every exclusion listed in one place, with an indicative process for pricing it. “Rock excavation extra” is acceptable. “Extras as applicable” is not.
  4. Match the payment schedule to work stages, so money follows progress rather than promises.
  5. Confirm who pays statutory fees and how: directly to the authority, or through the contractor.

Frequently asked questions

Why are site condition costs never included in a package rate?

Because they cannot be known until the plot is examined. Rock, weak soil needing deeper foundations, and low-lying land needing filling earth vary from one street to the next. A responsible contractor quotes these after a site visit and soil test rather than guessing inside the rate.

Are exclusions a sign of a dishonest contractor?

No, the opposite is usually true. A clearly written exclusions list means the contractor has thought about scope and is telling you upfront. The warning sign is a package that claims to include everything with no site visit, or a contract that says “extras as applicable” without listing them.

Who pays government fees during construction?

Statutory fees such as plan sanction charges and utility connection deposits are set by the authorities and are the owner’s cost in almost every package. What differs is the legwork: at Uniq Builders the company handles approvals, licensing assistance is free in every package, and the client pays the statutory fees directly, so nothing is marked up in between.
